Outer-North District Police Track Suspect Across Bihar, Tamil Nadu, and Nepal Border
Outer-North District Police Rescue Minor Girl Kidnapped Across States, Recovery from Indo-Nepal Border
In a remarkable and meticulously coordinated operation spanning over 6,000 kilometers across multiple states, the Anti-Human Trafficking Unit (AHTU) of the Outer-North District successfully rescued a 16-year-old minor girl, referred to as ‘P’, who was abducted from Shahbad Dairy, Delhi, in May 2025. This recovery underscores the unwavering dedication of law enforcement authorities in combating human trafficking and ensuring the safety of vulnerable children.
The Disappearance and Initial Investigation
On 14th May 2025, the mother of the minor girl lodged a complaint at Police Station Shahbad Dairy, reporting the sudden disappearance of her 16-year-old daughter. The police immediately registered FIR No. 352/25 under section 137(2) BNS, initiating an investigation into the abduction. The initial probe involved standard investigative measures, including gathering witness statements, reviewing CCTV footage in the vicinity, and verifying potential leads regarding the suspect.
It soon emerged that the primary suspect, identified as Dilip, had taken the minor girl away from Delhi, raising alarms about interstate trafficking. Given the gravity of the case and the age of the victim, authorities recognized the need for specialized intervention.

Tracing the Suspect Across States
Early investigations suggested that the suspect and the minor had traveled extensively. On 8th July 2025, the suspect was traced to Tirupur in Tamil Nadu. However, Dilip managed to evade law enforcement and fled to his native village, Mujjilya, in PS Sursand, District Sitamarhi, Bihar, while continuing to keep the minor girl under his control.
Recognizing the sensitive nature of the case and the cross-state implications, the investigation was escalated and formally transferred to the Anti-Human Trafficking Unit (AHTU) of Outer-North District on 15th July 2025. The AHTU, known for handling complex cases involving child trafficking, immediately constituted a specialized team to lead the operation.

Formation of a Dedicated Task Force
The task force was meticulously structured under the supervision of senior officers to ensure coordinated and effective action. Inspector Rajiv Ranjan led the field operations, reporting to ACP Narender Khatri. The overall supervision rested with DCP Hareshwar Swami and Joint Commissioner Vijay Singh. The team included Assistant Sub-Inspectors (ASIs), Head Constables (HCs), and Women Head Constables (W/HCs) drawn from the Outer-North District, with specialized training in human trafficking cases and child rescue operations.
The AHTU team immediately initiated a multi-pronged strategy. They combined traditional investigative methods with advanced technical surveillance. This included:
- Call Data Records (CDR) analysis: Tracing mobile communication patterns of the suspect and his known associates.
- IMEI tracking: Monitoring the mobile devices used by the suspect to identify movement and location patterns.
- Social media intelligence: Investigating online activity to uncover potential leads or attempts by the suspect to communicate or conceal his location.
- Manual intelligence gathering: Deploying field officers to conduct inquiries, verify travel records, and liaise with local police in multiple states.
The complexity of the case was heightened due to the suspect’s continuous movement across state borders and eventual entry into Nepal. With jurisdictional restrictions preventing Indian law enforcement from operating on foreign soil without collaboration, the case demanded careful planning, intelligence collection, and legal navigation.

Challenges and Perseverance
The investigation faced numerous challenges. Despite multiple raids conducted in Bihar, the suspect remained elusive, frequently altering his travel plans and relying on a network of relatives and local contacts for concealment. The minor girl’s safety remained the utmost priority, requiring the team to act cautiously while tracking movements and intercepting potential escape routes.
Technical intelligence eventually provided a breakthrough. Analysis revealed that the suspect traveled from Patna to Tirupur via Chennai in August 2025. This information allowed the AHTU to deploy two specialized teams strategically across these locations, aiming to intercept the suspect and ensure the minor girl’s recovery.
Strategic Interceptions and Key Apprehensions
In Tirupur, one of the teams successfully apprehended the suspect’s brother, Sajjan. Interrogation revealed critical information: Dilip had forcibly married the minor girl and was hiding in Nepal with the assistance of a relative, Kedar Paswan. Armed with this intelligence, the task force moved quickly to Chennai to locate and apprehend Kedar Paswan’s sons on 20th September 2025.
The subsequent action forced Kedar Paswan to surrender both Dilip and the minor girl. On 21st September 2025, the minor was produced before the SHO of Sursand and formally handed over to the AHTU team, marking the successful conclusion of a highly complex, multi-state operation.

Coordinated Efforts: A Model for Combating Human Trafficking
This operation serves as a testament to the effectiveness of inter-state coordination, meticulous planning, and relentless pursuit by law enforcement agencies in combating human trafficking. The AHTU’s approach combined intelligence-led policing with ground-level operations, ensuring that the victim was rescued safely without harm.
Senior officers involved in the operation emphasized the importance of vigilance and timely reporting in such cases. ACP Narender Khatri noted, “This case highlights the critical role of proactive policing and community cooperation. Each lead, each piece of information from citizens, helped us track the suspect across thousands of kilometers.”
Inspector Rajiv Ranjan, who led the operation on the ground, praised his team for their unwavering commitment: “The safety of the victim was our primary concern. Our team worked day and night, coordinating across states, analyzing data, and conducting raids. This successful recovery is a reflection of dedication, planning, and teamwork.”
Legal Proceedings and Ongoing Investigations
Following the rescue, the minor girl has been placed under protective custody to ensure her psychological and physical well-being. AHTU is continuing the investigation to identify any other individuals involved in the abduction and trafficking network. The legal process is underway against Dilip and the associates who facilitated his escape and concealment.
Authorities emphasized that such operations also aim to send a strong message to human traffickers and criminal networks that the law will pursue offenders relentlessly, regardless of the distance or complexity involved.
Awareness and Community Engagement
The AHTU’s successful operation also underscores the importance of public awareness and community vigilance. Families are encouraged to report missing children immediately, and citizens are urged to remain alert to suspicious activities. Early reporting can significantly increase the chances of recovery and help prevent traffickers from exploiting vulnerable minors.
Additionally, the operation highlights the role of modern investigative tools in law enforcement. Combining technical surveillance with field intelligence, call record analysis, and social media monitoring allowed the authorities to track and intercept the suspect efficiently, despite the challenges posed by interstate movement and cross-border jurisdiction issues
The recovery of 16-year-old ‘P’ from the Indo-Nepal border stands as a powerful example of the law enforcement’s dedication to protecting children and combating human trafficking. The operation not only demonstrates the effectiveness of intelligence-driven policing but also emphasizes the need for vigilance, inter-agency cooperation, and public participation in ensuring child safety.
